Pagabo names suppliers for £35.3bn public sector frameworks
Developers, contractors and infrastructure specialists secure places on three public sector procurement frameworks running through 2030.

Pagabo has appointed suppliers to three public sector procurement frameworks worth a combined £35.3bn, covering development, major construction and infrastructure across the UK through 2030.
Capital&Centric, Igloo Regeneration and Placefirst secured places on the £26bn developer-led framework. Morgan Sindall, Glencar and John Sisk & Son were appointed to both the £5bn major works framework and the £4.3bn civil engineering, infrastructure and enabling works framework.

Developed through Pagabo’s partnership with YPO, each framework has a four-year term. The supplier appointments were reported by Place North West.
The largest of the three, the National Framework for Developer-Led Schemes, has 52 suppliers across seven lots. Its scope extends beyond developers to include development consultants and legal providers, bringing several disciplines involved in regeneration procurement into the same framework.
ION, Henry Boot Developments and Place Capital Group also won places on the developer-led framework. Clarion Housing Group and its subsidiaries, alongside Willmott Dixon Construction and Be Living Holdings, feature in the published supplier information.
The National Frameworks for Major Works has 56 suppliers across five lots, with project value bands ranging from £5m to £60m-plus. Robertson Construction Group, Willmott Dixon and VINCI are among the appointed contractors.
The £4.3bn National Framework for Civil Engineering, Infrastructure, and Enabling Works has the largest supplier roster of the three, with 111 appointments across 13 lots. Its coverage includes highways, rail, aviation and energy, as well as demolition, remediation, defence and sustainability work.
Eric Wright, P.P. O’Connor, Galliford Try and Story Contracting are among the suppliers on that framework. Graham Construction has a separate role as collaborative delivery partner covering England, Wales, Scotland and Northern Ireland.

The developer-led appointments build on an existing Pagabo procurement framework rather than introduce a new route to market. Its previous version established a track record in regeneration, where projects can involve development partners, professional advisers and legal teams.
Jonathan Parker, Pagabo’s development director, said the earlier framework had supported projects with a combined gross development value of £10.7bn and more than 36,000 new homes. Those figures describe the previous framework’s record, rather than the value or housing output of the newly announced appointments.
The developer-led procurement market has also gained another participant. Procure Partnerships announced its own £12bn developer framework earlier in the year, following a period in which Pagabo’s offering had been unusual in the market.

David Llewellyn, Pagabo’s construction and infrastructure director, said the major works framework would build on the record of its predecessors. He said Pagabo’s framework management role would support compliant procurement, with purpose-built digital systems providing clients with information and helping make the process more efficient.
Llewellyn also said the supplier roster would give public sector organisations access to contractors competing for new work. The appointments establish the pool of available suppliers; the headline framework values are not individual contract awards to those businesses.
